Texans owner Cal McNair and Harris County commi sioners unveiled plans this week for a public-private partnership that will establish the Toro District. Located roughly 35 miles from Downtown Houston, Bridgelands rapid growth makes it an ideal location for the project. For the Texans, this marks a major transition, moving away from their long-standing practice of operating next to their game-day stadium.
